After the Meiji Restoration, the Sino-Japanese War, and the Russo-Japanese War, Japan found itself occupying a prominent position in the global arena. Komura Jutaro, whom Mutsu Munemitsu had chosen as his successor, served on the Katsu Taro cabinet and set to forging a plan for Japans continental development in opposition to Russia, considering the influence of the United States and Britain. Komura accurately judged that Japan had no other option than war with Russia, given his piercing insights into Russias intentions, and that recognition enabled the Empire of Japan to stay on the right track. All the other merits and demerits of Komuras diplomacy are directly connected to the merits and demerits of the steps taken by the Empire of Japan that eventually led to the countrys defeat in World War II. Komuras diplomacy thus calls into question Japans national strategy itself: consistently pursuing independent diplomacy instead of entrusting Japans fate to collaboration with the Anglo-American world and, in Asia, expanding Japans exclusive sphere of influence beyond the Korean Peninsula deep into the Asian continent.

OKAZAKI Hisahiko
Okazaki Hisahiko entered the Ministry of Foreign Affairs in 1952. He was appointed the first director-general of the Information Analysis, Research and Planning Bureau in 1984 and served as ambassador to Saudi Arabia and Thailand before retiring in 1992. He was the director of the Okazaki Institute until his death in 2014.

岡崎 久彦
NPO法人岡崎研究所所長。外交評論家。昭和5年(1930)大連生まれ。東京大学法学部在学中に外交官試験に合格し、外務省入省。昭和30年(1955)ケンブリッジ大学経済学部学士および修士課程修了。駐韓国公使、防衛庁国際関係担当参事官を経て、昭和59年(1984)初代情報調査局長に就任。その後、駐サウジアラビア大使、駐タイ大使を務め、平成4年(1992)定年退官。博報堂特別顧問を経て現職。著書に『隣の国で考えたこと』(中央公論社)『繁栄と衰退と―オランダ史に日本が見える』(文藝春秋)『悔恨の世紀から希望の世紀へ』(PHP研究所)など多数。訳書に『外交〈上・下〉』(ヘンリー・A・キッシンジャー著、日本経済新聞社)などがある。
